Organizational Setting and Reporting Relationships: 

Under the applicable law, and in accordance with the terms of the Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers in the Courts of Cambodia (ECCC) has jurisdiction to try senior leaders and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, during the period of the Khmer Rouge regime from 17 April 1975 to 6 January 1979. 

 The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) supports the Extraordinary Chambers in the Courts of Cambodia (ECCC). United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) is the designated service provider of payroll services, recruitment of staff and administration of staff contracts of UNAKRT.

Responsibilities: 

Within delegated authority, under the overall supervision of the Coordinator of UNAKRT and day-to-day supervision of the Senior Administrative Officer, the Associate Human Resources Officer will work in close coordination with the HRMS of UNESCAP. She/he will be responsible inter alia for the following duties: 


General: 
  • Provides advice and support to managers, staff and consultants on human resources related matters. 
  • Keeps abreast of developments in various areas of human resources. 
  • Ensures compliance with UN regulations, rules, processes and policies on human resource management. 

Recruitment and placement: 

  • Coordinates with client offices in identifying upcoming vacancies; reviews, prepares, and monitors vacancy announcements; reviews applications, provides a short-list to client offices; assists in interviews; reviews recommendations and presents cases on the selection of candidates to the Coordinator and communicates selection decision to UNESCAP. 
  • Coordinates with UNESCAP to initiate and expedite recruitment process that includes classification, vacancy management in Inspira, offer of appointment; travel arrangements and onboarding of national and international staff; contract management, benefits management related to entitlements such as home leave, education grant, family visit, personal status, time management etc. 
  • Coordinates with client offices in identifying consultancy requirements; assists in drafting terms of reference and vacancy announcements related thereto; reviews applications; assists managers in interviews and presents recommendations to the Coordinator; issuance of consultancy contracts; onboarding of consultants and related matters. 
  • Administers the internship programme of UNAKRT that includes coordinating client office requirements; onboarding of interns and administering interns in line with UN policies and procedures.

    • Serves ex-officio in interviews and Local Review Panels. 

  • Monitors and guides the work of the Human Resources Assistants in carrying out all administrative transactions including preparation of personnel actions, maintenance of reports and tables, recruitment actions, processing of consultancy contracts etc. 

Administration of entitlements 

  • In coordination with UNESCAP provides advice on salary and related benefits, travel, and social security entitlements. 
  • In coordination with UNESCAP provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules. 

Staff development and career support training 

  • Identifies and analyzes staff development and career support needs and designs, coordinates and monitors programmes to meet identified needs. 
  • Monitors, reports and ensures compliance regarding mandatory training programmes, e-pas etc. 
  • Provides induction orientation and briefing to newly recruited staff members. 

Other duties 

  • Reviews classification of jobs as required. 
  • Participates in HR groups at the country level representing UNAKRT. 
  • Supervises the maintenance of the human resources filing system. 
  • Performs any other duties as required.

Qualifications: 

  • Education: Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with 3 additional years of qualifying experience may be accepted in lieu of the advanced university degree. 
  • Work Experience: A minimum of two years of progressively responsible experience in human resources management, administration or related area. Operational experience in HR administration in the United Nations or in similar international organization is desirable. 
  • Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage. 

ASSESSMENT METHOD: 

Evaluation of qualified candidates may include a technical assessment exercise which may be followed by competency based interview.
