The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) provides technical assistance to the Extraordinary Chambers in the Courts of Cambodia (ECCC) which is a domestic institution established in accordance with Cambodian law. The ECCC has jurisdiction to bring to trial senior leaders of Democratic Kampuchea and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom that were committed during the period from 17 April 1975 to 6 January 1979.

UNAKRT is seeking expressions of interest from suitably qualified translators to assist with the translation of legal documents from Khmer to English and/or English to Khmer on a remote basis. Successful candidates will be placed on a roster and their services may be requested on a remote basis according to the overall requirements of the ECCC.

Duties and Responsibilities

Under the direct supervision of the Court Management Section, the Consultant translates legal documents relating to proceedings before the ECCC from Khmer to English and/or English to Khmer. Documents include but are not limited to party motions, judicial orders and decisions, evidentiary materials, reports and administrative filings. Translations are subject to revision and require experience, proficiency and/or a short turnaround time.

Competencies

Excellent translating and writing skills; high standard of accuracy, consistency and faithfulness to the spirit, intent, style and nuance of the original text with a good grasp of the subject matter. Knowledge and mastery of legal translation and subjects dealt with by the ECCC. Ability to use all sources of references, consultation and information relevant to the text at hand. Ability to work under pressure and maintain adequate speed and output volume. Ability to meet deadlines.

Qualifications

Education: University degree or diploma in interpretation or foreign languages (especially English), law or a related field. A relevant combination of education and interpretation/translation experience may be taken into consideration in lieu of a degree.

Experience: At least 5 (five) years of experience in translation, revision and/or interpretation, preferably including three years of translation and/or interpretation in the United Nations, an international tribunal, an international organisation or an international body dealing with legal matters. Prior experience at the ECCC is an advantage.

Languages: The official working languages of the ECCC are Khmer, English and French. For this consultancy, fluency in both oral and written English and Khmer are required.

Computer skills: Good knowledge of relevant computer applications and ability to type in both English and Khmer. Knowledge of Zylab is an asset.

Translation: $0.070 per word
Processing footnotes: $0.060 per word
Revising: $0.062 per word
