ANNOUNCEMENT FOR AN INTERNATIONAL CONSULTANT

The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) provides technical assistance to the Extraordinary Chambers in the Courts of Cambodia (ECCC) which is a domestic court established in accordance with Cambodian law. The ECCC has jurisdiction to bring to trial senior leaders of Democratic Kampuchea and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom that were committed during the period from 17 April 1975 to 6 January 1979. A feature of the proceedings is inclusion of Civil Parties allowing Victims to participate by supporting the prosecution and to seek specific forms of reparation.

The United Nations Assistance to the Khmer Rouge Trials is recruiting a junior legal consultant

Duties and Responsibilities:
Under the direct supervision of the International Civil Party Lead Co-Lawyer (CPLCL), the consultant will assist the Section in preparing in-court examination of Witnesses, Experts and Civil Parties in case 002/02; Ensuring the effective organization of Civil Party representation at the trial stage, including coordinating the support provided by Civil Party in relation to Internal Rule 12ter(6); Seeking the views of the Civil Party Lawyers, in relation to Internal Rule 12ter (3); Drafting legal filings and other documents, particularly on the issue of reparations; Liaising with relevant stakeholders in relation to the Civil Party Lead Co-Lawyers’ reparations mandate; Performing any other duties as required by the Section.

Good understanding of historical and contemporary Cambodian context; Good knowledge of international criminal law with a special focus on victims’ rights and reparations; Ability to work effectively and constructively in teams; Strong analytical skills; Ability to work under stressful conditions and time constraint; Ability to work in a non-discriminatory manner, with respect for diversity; Ability to keep strict standards of confidentiality and security; Professional integrity.

Qualifications:

Education: Advanced University Degree in law or any other related field. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Experience: 3 to 5 years of relevant working experience. Excellent computer skills, including ability to operate efficiently databases.

Language: The official working languages of the UN are English and French. For this post, fluency in English is essential. Working knowledge of the other is desirable. Fluency in oral and written Khmer is an asset.
